Spreadsheets Are a Dual-Use Technology
Like nuclear fission and machine learning, spreadsheets can be used for tremendous good or tremendous harm. The same VLOOKUP that enables life-saving medical research can, in different hands, undercount COVID-19 cases by 15,841. The same pivot table that illuminates market trends can encode and perpetuate historical bias.
We urge policymakers to consider appropriate controls on advanced spreadsheet techniques, including but not limited to: nested IF statements exceeding 7 levels, array formulas referencing more than 3 sheets, and any use of INDIRECT() in production environments.

Transparency
Spreadsheet logic should be documented in a separate spreadsheet
Fairness
Spreadsheet-driven decisions should not systematically disadvantage protected groups or reproduce historical inequities
Human Oversight
Critical spreadsheet outputs should be reviewed by qualified personnel before deployment in decision-making contexts
Reproducibility
Results should be reproducible by the original author, on the original machine, if nothing has changed
Accountability
Clear ownership should be established, with version history maintained according to organizational naming conventions
Sustainability
Spreadsheets should be maintainable by future generations who inherit them without context

Organizations should consider whether large datasets could be partitioned across multiple workbooks to reduce per-computation energy requirements.
